The total for Bartlett changed after the recount. How can that happen? The computer voting should never miss. Perhaps all the ballots should be hand counted each time.

Like humans, machines aren't perfect either, that's why close votes usually get recounted. I'm sure the concept is similar to the standardized tests given in schools, if someone mismarked their ballot and erased a vote, but didn't erase it completely, the machine may have counted it as invalid. I would say the margin of error on the machine is significantly less than that of human counting if they were to hand count each category every election.
Considering the level of importance, perhaps three counts make sense in all close cases, with the third to confirm one of the previous.
