Only a Single Bid Received for Carroll County Audit Services

On January 6th, the Carroll County Commisisoners reported on the RFP for county audit services.
The minutes of that meeting indicate that the RFP was sent to 11 firms and was also advertised in a local newspaper. Four companies sent letters declining to bid and six did not bid at all. The lone bidder was Melanson Heath, a full service Certified Public Accounting firm licensed in Massachusetts, New Hampshire, Maine and Vermont, was approved for the fixed price amount of $24,525 for one year with options for two more. According to their website, they provide services for more New England municipalities and governmental agencies than any other CPA firm in the area. They also perform forensic audits and have on staff a Certified Fraud Examiner (CFE).

My former town in MA used Melanson Heath for both our municipal audit as well as the audit of our town owned municipal light plant that services over 20,000 customers. In all aspects, our former town was very satisfied with their level of service and knowledge about local governmental laws, regulations, etc. I think they are very reputable from what I have seen. As for any audit, the parameters that the governing body sets out at the beginning of the audit will be most beneficial to the outcome. At this point, do we have any faith that the Commissioners can do a good job in scoping out the audit???? I am not optimistic based on what I have seen so far, but time will tell. This should be a good item and challenge for the delegation as well as the new County Administrator.
