Moultonboro Selectmen Work Session March 24th 2016

Among the highlights: two non-public sessions (for different reasons) , a review and proposed changes to the BoS meeting rules and procedures, a way forward for the now to be appointed Road Agent/DPW Director, and marketing.

According to our agreed upon meeting guidelines and procedures, changes proposed will be voted on at the next BoS business meeting on April 7th. One proposed change is consolidating citizen input to the end of the meeting in the  anticipation that agenda items may answer some questions that citizens may have. It is hoped that citizen comments/ questions would be pertinent to the scope of the BoS control. Agenda items as always will allow citizen input as they occur. Citizens are still able to request items to be added to the agenda no later than close of business on the Friday before the next BoS business meeting. I made mention of what to do with correspondence via email ( particularly emails that have no purpose other than to be derogatory ) and multiple informational emails. The consensus was to deal with them as simply informational and if there is a specific request for information citizens should make those requests formally.
TA Walter Johnson will present a plan to hire a DPW Director/Road agent at the next business meeting for approval by the BoS.

On April 21st at the BoS 4pm work session , the School Board will join us for a joint meeting to hopefully make some progress on a joint marketing endeavour.

I wish to remind the B O S that you having citizen input before you begin your deliberations and decission making is vital, so you may continue to respond to the publics wishes. Giving us a voice after you have made your decission is an insult to all town citizens. As this attitude proliferates, more and more voters will be looking for new candidates for the B O S. You must get the horse back infront of the cart...you are there to hear the citizens, and implement their wishes.

THJ- As I wrote" Agenda items as always will allow citizen input as they occur. Citizens are still able to request items to be added to the agenda no later than close of business on the Friday before the next BoS business meeting." The BoS act on behalf of citizens (all citizens) and we are not there to " implement their wishes." We are there to manage the prudential affairs of the town.
I am certain the Chair will allow citizen comment and input throughout the meeting as he always has and has been more than fair in allowing citizen input. The only change is moving open citizen input to the end of the meeting and it does not in any way preclude citizens input before decisions are made. No one, no one, has fought more over the years for openness and transparency than yours truly.
