You could easily substitute Moultonboro or just about any town in the Lakes region.
You may have caught this story in the Laconia Daily Sun the other day about the future of the old State School property in Laconia. 

We have heard similar themes here many times: high demand, low availability of affordable housing, constraints on economic development due to lack of housing, unable to attract and retain people to the area due to lack of housing, strong regional demand for middle-income housing. 

Businesses have left the region due to a shortage of workers and the effort in Laconia, if it ever gets off the ground and it is a big if, would help local businesses. 
 It sounds like Laconia and the State are a long way from a final proposal for the property and there will likely be many hoops to jump through along the way before any decision is made. 
One thing that is more likely is that if there is money to be made, developers may be willing to invest in such a large project, provided the public incentives and some cost sharing are on the table.
